What is the MTG banned and restricted list?

It's Wizards of the Coast's official ruling on which cards may not be played (banned) or may be played as only a single copy (restricted) in each sanctioned format. Each format has its own list.

What's the difference between banned and restricted?

A banned card cannot be played in that format at all. A restricted card is still legal but limited to one copy in your deck — restriction only exists in Vintage.

How often is it updated?

Wizards releases banned & restricted announcements periodically, usually tied to the competitive season and new set releases. This page reflects the current lists.
